The Spalding County Water and Sewerage Facilities Authority (SCWSFA) is seeking a talented professional Geographic Information System (GIS) or Information Technology (IT) to take the Authority to the next level of service. SCWSFA seeks an innovative and experienced GIS Manager to create and lead this department, overseeing all GIS programs and activities for the Spalding County Water and Sewerage Facilities Authority and Spalding County Government. The SCWSFA currently serves as the GIS services provider for Spalding County Government. Spalding County Water Authority works in conjunction with the City of Griffin Water Authority to provide services to the citizens of unincorporated Spalding County. The GIS Manager will oversee the work of a GIS Analyst and reports directly to the General Manager.

 

Spalding County, GA is beautifully located approximately 35 miles south of Hartsfield-Jackson International Airport in Atlanta. This is the perfect combination of big-city amenities and small-town charm. Take a stroll down the beautiful tree-lined streets and enjoy the City of Griffin’s vibrant and walkable downtown. Just a 3.5-hour drive to the southeast are the beaches and old southern charm of Savannah, GA. A quick 2.5-hour drive to the north is the start of the Appalachian Trails in the Blue Ridge Mountains. Both the University of Georgia’s Griffin campus and Southern Crescent Technical College are both situated in the heart of Spalding County. Weekends can be filled engrossed in the arts community with regular performances hosted by Griffin Ballet, Camelot Theatre, Griffin Choral Arts, and Main Street Players. Spalding County encompasses 763 acres of public parks with 23 playgrounds. In 2020, the Georgia Recreation and Park Association (GRPA) named Spalding County Agency of the Year for the State of Georgia! From beautiful mansions to renovated lofts downtown, Spalding County has housing to suit all needs. Just a few miles outside of town, one will find the finest country living around with acres and farming potential. Sun City Peachtree, an active 55+ community with world-class amenities is located in the northeast area of the county.

The ideal candidate will be people-focused, exhibit an exemplary customer service approach and have a strong commitment to ensuring long-term strategic objectives are met while harnessing the power of technology to enhance operational efficiency. The GIS Manager will need to be a dedicated self-starter with technical skills and abilities to quickly gain the confidence of the Board and General Manager. The GIS Manager must possess the ability to build trust through the development of partnerships and use of proven engagement and collaboration skills and abilities. This position requires the skill and ability to carefully consider the impact of decisions internally and externally; both in the short term and long term while demonstrating the ability to see the big picture and the impact of change to customers, other departments, as well as SCWSFA systems and process. At SCWSFA, autonomy and empowerment are valued.

Minimum Qualifications: 

  • A bachelor’s degree or higher in geography, computer science, engineering, or a related field, with a focus on GIS.
  • At least five (5) years of experience in GIS management, analysis, and development, preferably in a local government setting, of which two (2) years are in a supervisory capacity.
  • Proficiency in various GIS software and tools, such as ArcGIS, QGIS, AutoCAD, and SQL.
  • Must have experience using ESRI products (ArcGIS PRO, extensions, and GIS Server products).
  • Equivalent combinations of education and experience may also be considered.

 

Other Desirable Skills: 

  • Leadership, project management, problem-solving, and analytical skills, and the ability to work independently and in a team environment.
  • Knowledge of computer programming and design techniques, languages, and object-oriented programming tools.
  • Knowledge of civil engineering, cartography, cartographic principles, surveying, and drafting.

 

Compensation & Benefits:

The expected starting salary range is $80,000 – $90,000 (depending on the qualifications of the selected candidate).
